Voicemail about a pre-approval letter I never asked for

I got a voicemail from someone named Paulina Russell saying she's a senior underwriter. She said she mailed me a pre-approval letter last week and wanted to make sure I got it. Then she said there's some budget funding available with lenient guidelines and I could get a $25,000 personal loan for $455 a month. She told me to call 877-578-3441.

I never asked for any loan or pre-approval. I don't know who this person is or what company she works for. There was no company name in the voicemail. It just felt strange, like they were pushing me to call back before some deadline. I didn't lose any money but it seems like a scam.
