Bought clothes online and they keep lying about delivery

I ordered some clothing from this place and the tracking said it was delivered but I never got anything. So I emailed them and they said they would send it again and gave me a new tracking number. That one said delivered too but still nothing showed up.

I emailed them again and they finally agreed to give me a 70% refund. I told them I wanted the full 100% back because I never got my stuff. They are clever jerks I guess. I lost about 37 dollars on this.
