Order never showed up but tracking said delivered

I ordered from petraslide.com and they took the money off my card right away. A month went by and nothing arrived, even though the tracking said it was delivered. I contacted them and they told me it would be thoroughly investigated.

I called back a week later and they said the order was lost. They offered a refund but wanted to keep the shipping costs. I told them nothing was ever shipped so I shouldn't have to pay shipping. They still said refund minus $12 for shipping.

That was three weeks ago and I still haven't gotten any refund.
