Call about being an emergency reference for someone

Got a call this morning. Guy said his name was Paul Everett from the pre-legal department. He said I was being listed on record as an emergency reference for a Merit Rosa. Never heard of her, never agreed to be any kind of reference for anyone.

He kept saying all laws federal and state will be followed. It was weird. He had a phone number from Bonita Springs, FL, (239) 488-9066. Didn't ask for money or anything, just said I was on record. I don't know what this is about but it didn't make any sense to me.
