Phone call about credit card debt cancellation with no company name

They kept calling and calling so I finally picked up. Said they were Account Services for Visa and Master Card. Some lady in Texas tried opening a credit card in my name they said. Then they transferred me around to different people, one sounded Indian, then a verification person, then an account advisor for debt invalidation.

They had all my info already - my address, birthday, social security, and most of my credit card numbers. Said they'd cancel all my credit card debt. Charged my Citi Diamond Card $5689.92. Told me I didn't have to pay that fee and not to pay my credit card bills for 9 months and they'd get rid of my debt. That didn't make sense but I went along with it.
