My dad gave his credit card over the phone after watching a video

My father watched a 40 minute video online that looked like Bill Gates talking about a cure for Alzheimer's. After the video he got on the phone with a "specialist" and talked to them for a long time. They seemed American. He ended up giving his credit card over the phone and they placed an order for $3,780 for 74 pills.

When my daughter figured out it was a scam I called the number back. The "specialist" is the only person we can speak with about a full refund. He has not returned the call yet.
