Call saying I won millions from Publisher Clearinghouse

I got a call from (805) 300-1731. The guy told me I won millions at Publisher Clearinghouse and that I only needed to pay $500.00 when they came to my home with my check and car.

I told him that's not how Publisher Clearinghouse operates. He then told me to go **** ****** ** *** *** **** **** and hung up.

I tried calling the number back and it's not in service. How do they do that, call from a not in service number?
