Caller saying I won sweepstakes but need to pay taxes first

Got a call from this number (929) 806-9263 and the guy said his name was Bobby Larson. He told me he was from Publishers Clearing House and that I won their promotional sweepstakes prize of $2 million dollars. Said it was for paying my phone bills on time for the past 5 years.

He kept saying this promotion only happens every 5 years and that I had 15 days to collect. But then he says the only way I can get the prize is if I first pay $300 for taxes owing to the government. He also said he was with the Better Business Bureau which didn't make any sense to me.

I didn't pay anything but I wanted to report this. I know I didn't enter any sweepstakes so it seemed off from the start.
