Call saying I won a car and cash prize

Got a call from a guy named James, said he was from Publisher's Clearing House sweepstakes. Told me I won a car and a cash prize. He already had my name, address, and phone number, which felt strange.

He said I had to pay certain fees to claim the prizes. I hung up before he could give me an amount. Called the number back, 559-316-8584, but no answer.
