Contractor bragged about approvals then took my money

This guy presents himself as a real reputable contractor. He brags about all the great work he does, all the approvals he can get, deals he can find, money he can save you. He acts like he cares and says a lot of convincing stuff.

I paid him $20,000 for work that never happened. Everything turned out to be lies. And the worst part is, if you try to report him, he comes after you using the police or city officials. He twists their words to get his way around the law and keeps running his cons.
