Text saying I owe money for Pocahontas Parkway toll

I got a text from Ronald, Harris & Harris saying they collect for Pocahontas Parkway. It said I have a balance of $106.15 on my account for license plate VUG8539.

The message told me to pay at hhcollect.co or call 866-635-3796. It also said reply STOP to stop. I don't recognize this and it just seems off. The website looks strange too.

I never got anything in the mail about this before the text showed up. No letter, nothing. Just a random text asking for over a hundred dollars.
