Bill from a company I never heard of for over four hundred dollars

I got a bill in the mail from Sparta Capital Management. It said I owe $471.44. First of all I don't even have an account with them. I never heard of this company before this letter showed up.

So how can they just make me an account that I never applied for? I'm not paying for something I didn't sign up for. This whole thing feels fraudulent. It's a scam.
