Call saying they were Spectrum asking for bank card

I got a call from someone saying they were with Spectrum. I believed them at first. They said they needed my bank card number and they would send me a phone. I immediately didn't feel comfortable and went straight to my bank to cancel my card and get a new one.

I did end up receiving a box in the mail. I didn't open it but assumed it was the phone and I sent it back instead. Then I got a phone call from someone saying they were with Spectrum and I needed to pay for the phone, more than $1200. I told them I returned it, I don't have it and don't want it, and I am not paying the bill.

They threatened me and said they mailed the bill and I better pay it.
