Bought two tickets and only got one from Stub Hub

I purchased tickets from Stub Hub for an event. On the day of the event, I only received 1 out of the 2 tickets I paid for. I reached out about getting a refund and they told me I needed to send $100 using an Apple Pay gift card to reset my account before the refund would go through. That made no sense to me but I did it anyway because I just wanted my money back. Nothing happened after that. I'm out $120 for the tickets and another $100 for the gift card.
