Bought a hat and they claim it was delivered but it was not

I purchased a hat back in June from their website. They are saying the delivery was made on July 13 but I never got anything. The tracking number they gave me is for a USPS package but it has a different name and address on it, not mine.

I asked them for the right tracking number or at least the sender's address so I could file a claim with USPS myself, but they refused to give me either one. Now they are just ignoring my emails completely. I lost about $53.60 on this and have nothing to show for it.
