Ordered a sweatshirt months ago and still nothing

I ordered a tshirt and a sweatshirt from taymasdesigns.com back in February. The tshirt showed up fine but the sweatshirt never came. I emailed them over and over trying to get a refund and never heard back once. This went on from Feb all the way to September. I basically gave up on it.

Then out of nowhere I get an email saying the sweatshirt shipped a few weeks ago. But of course it never arrived. I feel like she just sent that same fake shipping notice to everyone she never filled orders for just to make it look like she was doing something. I'm out 35 bucks and nothing to show for it.
