Ordered parts paid for then customer did a chargeback

I sold some parts to a customer and they paid with a credit card. Everything seemed fine. We shipped the parts and they were all delivered. We even showed them the receipt showing the items were received.

Then out of nowhere, they turned around and declined the credit card charges. Just like that. So now I'm out the parts and the money. It was over sixteen thousand dollars, $16,703.02 to be exact.

I tried contacting them about it but the email I have is [email protected] and the address they gave is 7001 Anpesil Dr Unit B9, North Bergen, NJ 07047. I don't know what else to do here. I just want to know how this is allowed to happen.
