Voicemail about my brother's complaint with case number

I got a voicemail the other day from someone named CJ. They said they were calling about a complaint they received in their office for my brother, who is in a nursing home. They gave a reference case number 237-16696 and said documents were being prepared to be sent to me. I would need to sign for the delivery.

They also said if they couldn't reach me at home they'd try my place of employment to stop further action. They told me to call 951-304-0641. The number they called from was (817) 506-6206 and they mentioned an address in CA.

The thing is, my brother has had issues with bad behavior at the nursing home, so this could be something real. But I'm not sure who these people are. No company name was given, just a person named CJ and a case number. I haven't called back yet because it feels strange.
