Dress site claiming Nashville but not really there

I bought a dress from this site that said they were located in Nashville Tennessee. When I got it the size was at least 3 times smaller than normal and the material was just really poor quality. I asked for a refund and to send the item back.

They replied twice asking for more detail. The last email asked me to take a photo and send it to show the dress did not fit. So far they will only offer me an exchange, not a refund. I looked into their site more and found numerous complaints and proof they actually originate out of the country. Definitely not Nashville Tennessee like they claim. I paid $54 for this.
