Paid for my child's passport and got nothing

I applied for my child's passport and paid $156. I never got the passport. I tried to check on it and couldn't get a straight answer from anyone. The money was taken right away but no passport ever showed up. Now I'm out $156 and my kid still doesn't have a passport.
