Paid $187 for a passport and got a PDF instead

I paid for what I thought was a replacement passport through uspassports.com. It cost me $187.87. What I actually got was just a PDF paper with all the information filled out. I could have done that at home for free.

Then when it came, I had to go to the post office to pick it up and pay another $8.55 because they didn't even pay the postage. So I'm out almost $200 for a piece of paper I filled out myself.

I contacted them at [email protected] but nothing came of it. Just want people to know what they're actually getting.
