Phone call about car registration voucher for a car I do not own

I got a call from (888) 535-0247 saying it was a motor vehicle notification from the vehicle services division. They told me I had a voucher for $199 toward a registration fee. The thing is, I do not own a car and have never owned one.

They didn't give me an address or an email. Just the phone number and that website which is literally the same number. It made no sense. I have no idea where they got my information or why they think I have a vehicle.
