Docket number and pending charges I don't understand

Vista repayment services gave me a docket number 286138-DS-12-2026 and said I had 4 pending charges if I didn't pay $290 to settle the case. They also said I could do $29 a month to pay it back. I told them I would pay it and they sent me an invoice on PayPal.

I don't really get where this came from or what the charges are for. They just gave me a number and a amount and said pay up or else there's pending charges.
