Return policy said 30 days but they offered me 10% instead

I read the return policy before I bought anything from this company. It clearly said items could be returned within 30 days. So I ordered a dress and it didn't fit. When I asked about returning it they offered me 10% of the price back instead. I said no I want to return it. Then they told me if I paid for shipping and tracking they would possibly return it. It costs $60 to return it. The dress is poor quality fabric too. They act like they're an American made business but this whole thing feels off.
