Paid for item on PayPal and never got it

I paid for something through PayPal and never got my item. It's been over a month now. I contacted the seller through PayPal and they gave me a tracking number and said it had been delivered.

I checked with my neighbors and even went to the Post Office. The tracking number was invalid. I lost 70 dollars on this. The thing is, PayPal protects your privacy, but that just means the scammers can hide behind it and use it against you.
