Order from game ad never showed up

I ordered something off a game ad and got a message saying the package was delivered to my address in NJ like 3 weeks ago. I never got it. They told me to ask my neighbors. I did nothing!! I tried to tell them this and now I can't get in touch with them at all.

They told me China Post shipped the order and some shipping company in the USA took over. The package tracking number started with the letters ZC. I paid $29 for this and have no way to contact them now.
