Debt relief calls kept getting my new card numbers

I was offered debt relief from creditors. At first I reported identity theft because they knew my bank card information, the numbers and other valuable information. Once I received new cards from the banks, the same subject called again a few days later getting the same info for the new cards. The calls were coming regularly and I was able to reach out for updates. Only at the beginning did I speak to the same rep. Each time after that it was always a different person. That's when I really started to feel it wasn't real, even though I had asked several times before if it was legit. Of course the reply was yes. It's been almost a year and the debt collectors are constantly calling and sending letters.
