Call about construction jobs asking for 10% fee

Someone called me with an Indian accent saying they could get me construction jobs in my area. They said if I pay them 10% of the labor cost upfront, they'll send me jobs to bid on. They gave me their company name, phone number (747) 588-7812, and website www.zeroupfrontjobs.com. The address they listed was Los Angeles, CA.

I didn't pay anything but it seemed strange to pay a fee before getting any actual work. The whole thing didn't make sense to me.
