Dealership said car needed to be driven 20 miles to reset after inspection

I went in to buy a car. Got the loan approval from my bank and everything. Then I had to go back in for more information including a emissions inspection. They did not have one so they went to get it inspected.

When they came back they told me it had to be driven around for about 20 miles so it could "reset". That sounded like a falsified inspection to me so I decided to leave. I had already filled out a sales agreement for the car leaving my information but I did not sign it.
