Paid for lost pet tracking and now they won't refund me

I found this company online to help find my lost dog. The service was $150.00 and I paid through Venmo after they told me to contact them on Facebook. Less than 24 hours after I paid I asked for a refund because my dog was actually found and they hadn't given me any updates or done anything yet.

Their policy says if they don't find your pet you get your money back. So I asked for a refund. Then they asked if I used an ID number when I paid. I said no because their email told me to reach out on Facebook first and then pay. Later after I already paid they sent me an email with an ID number. They said no refund because I didn't use that number. My Facebook and Venmo have the same name so it didn't make sense. Now they blocked me on Facebook so I can't even message them.
