Got a call saying I won billions, then they asked for money

I got a call from a guy named Roy L. Harper. He said I won 2.5 billion dollars and a car. He said he was from America Mega Millions. He told me I had to pay 2% of the taxes first. He wanted me to buy a Money Pack Card for $399. He called it a registered fee. He gave an associate number, A018. His phone number was (646) 671-7980. The whole thing felt wrong so I didn't send any money.
