Called saying I won Mega Millions and needed to pay for stamps

A man called me from this number (202) 360-4896 and said I won 2nd place in the Mega Millions. He said the money was released but I needed to pay for stamps and insurance through Lords or London first. The money was supposed to be delivered by American Eagle delivery service.

I talked to the insurance agent and the delivery driver a few times. They kept asking for more money to fix paperwork problems and stuff. Each time they said it would be the last payment. I sent $950 total. The money never came. They just kept calling with another problem.
