Dress from website claiming NC address came from China instead

I ordered a dress from americottontlinen.com because the website said the item was made in NC, USA. I should have known something was off when I got the tracking info and it was coming from overseas. The dress was poorly sewn and nothing like what they showed online. It said it had a slip underneath but it did not.

I tried to get a refund through PayPal but they denied it because I wouldn't ship the dress back to China. I told them I would send it back to the NC address but that place doesn't even seem to exist. The company said the item was out of stock in NC so they had to send it from China. If that was the case I feel like I should have been able to cancel the order right then but they never gave me that option. I lost $55.
