Got a letter saying my business will be fined if I don't file a report

I got this letter in the mail saying I need to file an annual report for my business. It said I'd get a late fee and my business could be dissolved if I didn't.

But this isn't even from a real government agency. The return address is a PO Box in Washington, DC. They had a phone number on there too, (804) 563-0966.

It just felt off. I never signed up for anything with them. Now I'm getting mail about fines for something I didn't even know about.
