Letter saying I won $750,000 with a check and no real company name

Got a letter in the mail from ARB Interactive slash PCH Digital saying I won $750,000.00. They put a check in there for $8,900.86 to help with out-of-pocket expenses or whatever. The address on the letter is Anchor Realty LLC at 57 Bellefonte Ave in Lock Haven, PA.

The check is from BMO Harris Bank. The letter says I’m required by law to pay taxes and handling and processing fees. I’m supposed to call some agent named Rick Edwards for more details. It all just feels off. No idea who these people really are.
