Dress was nothing like the picture and they want 40% restocking fee

I ordered a dress from ballbella.com and what came was not what I saw online. The color was off and the embellishments were totally different. I followed their size chart exactly and took my measurements, but the dress was two sizes too big on me.

Their website says they have a restock fee but they don't tell you how much it is anywhere. When I tried to return it they said it would be 40% which is crazy. If I knew that upfront I never would have ordered. Also the dress shipped free to me but now they want to take out shipping costs from my refund. And the dress came from Maryland but they want me to send it back to China so I have to pay all that shipping too. I lost $239 on this.
