Someone hacked my student email and stole my loan refund

I get my federal student loan from my University and the extra money was supposed to go to Bank Mobile. But some scammer got into my student email and changed my password and all my info on Bank Mobile. Then they had my refund of 1815.74 sent to themselves instead of me.

I called the University and Bank Mobile about it. Both of them said this has been happening a lot lately. Bank Mobile closed my account but I still lost my money.
