Ordered from a Portland Leather ad, never got my stuff or a refund

I saw an ad that I thought was from Portland Leather, selling "seconds quality" merchandise. I placed an order for about $158.00. The stuff never showed up.

When I contacted their customer service, they gave me bogus tracking info. I followed up for months. Then they said they'd only give a 60% refund because they had "associated costs." I refused and negotiated for a full refund instead. I've been chasing them for four months now and nothing. No refund, no items.
