Fake tracking for a hat I bought online

I ordered a hat from binozion.com. It was only like 33 bucks. They gave me a tracking number and it just bounced back and forth between California and Utah for two weeks. I complained a few times and nothing happened.

So I opened a case with PayPal. Then they told PayPal it was delivered on June 15th to my front porch. I have a Ring camera and nothing showed up. I was home all day that day. Now they are saying I gave them the wrong address or something else happened. But I used PayPal so the address was auto filled from there. So I don't know what else I could do.
