Mail about a mortgage waiver and check I never asked for

I got this piece of mail about a mortgage for my property through Capital One Home Loans, LLC. It said something about an allocated waiver after 7 days of getting the letter. There was even a check attached made out to me for $199.00.

The weird thing is, it had my correct name and address. But I don't even have a mortgage with Capital One Home Loans, LLC. I don't know where this came from or why they sent it. Just seemed strange.
