Got a call from someone pretending to be Capital One fraud department

I got a call from a guy saying he was from the Capital One Fraud Department. He told me someone applied for a $6,000 loan in my name. He already had my home address, city, and state, which felt off right away. Then he said my full name and the last four numbers of my Social Security card and asked if that was me. I said yes.

After I got off the phone, I called the real Capital One number on the back of my card. They told me it wasn't them. They said it wasn't Capital One and told me to file a report. The person who called me had a phone number, (818) 392-4195. Clearly this person is trying to steal my information.
