Ordered two dresses but got charged more and fake tracking

I saw this Instagram post for one-piece sports dresses and decided to order two of them. It was supposed to be $44.97. Then I got an email saying I was charged that amount but when I checked my PayPal it was actually $58.46 that hit my account.

I waited over a month for the package. Nothing showed up. So I contacted them through email. They gave me a USPS tracking number that said it was delivered in New York. I never lived in New York. I called USPS and they told me this is a tracking number they use over and over to give to customers.

They kept sending me more tracking numbers for different companies. I have been going back and forth with them through email for over a month now. Still no dresses and no refund.
