Ordered a dress and got something totally different with no tag

I ordered a dress from charming-lady.com. What showed up was completely different, the quality was terrible, and it didn't even have a tag on it. I tried contacting them a bunch of times to get my money back.

They finally offered me a 20% refund, or they said I could get a full refund if I shipped the dress back to China. I paid $62.00 for this thing. That shipping would cost almost as much as the dress. I don't know what to do now.
