Package marked delivered but never showed up and seller won’t answer

I ordered something online and it never came. The tracking number says it was delivered by the post office on April 4th to my city and zip code but not my exact address. It was never received. PayPal denied my claim because of that bogus tracking number. I checked with the post office and they have no record of the tracking number on file. I told PayPal this but they refuse to help.

I emailed the seller Chartmingly over a dozen times and never got a response after they said it was "out for delivery." Then I found the exact same item for half the price online. Weirdly it was $25.47 all inclusive after shipping and tax, but I was charged $33.11 to my PayPal account under a completely different name than the one they gave me at sale.
