Ordered clothes from chivory.com, never got them and no refund

I placed an order online at chivory.com. The site said the clothes were from Nordstrom. They gave me a tracking number, but it was fake. After 30 days, it said the item was delivered. I still haven't received anything. They haven't issued my refund for the $40 I paid, either.
