Called to cancel a locksmith and they wanted 29 dollars to do it

I called this locksmith place to cancel an appointment I had for a reprogram thing. And they told me I had to pay $29.00 just to cancel the appointment. That doesn't make any sense to me. I never even got any work done from them.

Their phone number is (757) 347-4447 and their website is call.cntlocksmith.com. They are located in Virginia Beach, VA. I just wanted to cancel and they wanted money for nothing.
