Keeps getting calls about a line of credit I never applied for

I keep getting this voicemail from someone named Mario Collins. He says he's with the Consumer Credit Department and it's about missing steps for my personal line of credit inquiry. He leaves the same message every time, saying it's time sensitive and that he's been trying to reach me for days to finalize something.

The number is 866-959-1689. I never applied for any line of credit. I don't know what this is about, but they call all the time. It feels like a scam or phishing attempt to get my information. I just want the calls to stop.
