Mail asking for $98.50 for a certificate of existence

Got a letter in the mail from these people. They want me to send $98.50 for something called a certificate of existence. The letter came from an address in Sacramento, 3053 Freeport Blvd Box 266.

There was an email on it too, [email protected]. And a phone number, (800) 226-6952. I never asked for any certificate. It just showed up out of nowhere asking for money. Felt strange. Didn't make sense to me so I didn't send anything.
