Ordered trailer lights but got a fake tracking number instead

I ordered some trailer lights from shoplightingoutlet.com. It was 2 of them for $4.25 each and 2 for $2.68 each. The charge came through on my card as "Coverflex Manufacturing Inc" for $38.52 first as an authorization, then $44.26 actually went through.

Never got any email confirmation or shipping info from them. I emailed them and nobody answered. When I opened a case with Paypal they gave me a tracking number for some random item that is definitely not what I ordered. It's like they used some tracking scraping thing or a data breach to get a real tracking number to fake the delivery.

The email [email protected] doesn't answer anything. I just want my money back or the lights I paid for.
