Got a letter asking for $295 for a safety manual I never asked for

I got this letter in the mail from something called CPS, from paysafety.org. They want me to send $295 for a "Safety Manual" they say will help my LLC follow OSHA rules. They said to pay by check or online.

It felt off. I never contacted them about any manual. The address is a P.O. Box in Washington, DC and the email is a Gmail address. The whole thing seems like they're just trying to get money from businesses. I didn't send any money, but I don't like getting these unsolicited demands.
